A way that I use to get around using heaters is the type of light you use and the distance it is from the surface of the water. My Power Compact fluorescents put out enough heat to get the water up to 80 degrees without any additional heaters... if I turned one on, it could easily get in the high 80's in there, but of course, then you'll need to find a way to keep the water warm at night when the lights are off...specially living somewhere where it gets really cold at night. I think a bigger heater would be the best solution for you.
