I am not sure what angles do without a pair of them, however for a while there my angels decided they were going to lay eggs around the outlet of my filter. And they were doing just what you described. It looked like they were playing tho sometimes they started to pick at stuff near it to clean it. Eventually tho I think they got annoyed at the water flow and decided to move to the other and of the tank. And layed on the dam filter inlet :S thats what I decided to move to a sponge filter as they fry would be instantly sucked up when they hatched.
