Is a 28gal too small for a red tailed shark?

28 gal setup thinking of:

1 male betta
4-5 neon dwarf rainbows
1 RTS

any opinons of this group?

The tank size is good....Red Tail Sharks can annoy other fish so you need to read up on them before you buy. There are several past posts on here about them you can read also.
