Default Anyone tried plant seeds from Wal-Mart?

I have tried twice and both times when the seeds were put in the water they simply decomposed.

The seeds in question are sold in the fish section in Wal-Mart (I don't recall the brand name) and are packaged in hard plastic face piece and a cardboard backing. The claim on the package is after dropping into the tank with the recommended range of tempurature that in 15 days they will sink to the bottom of the tank, root and grow.

One plant is a lilly variant and the other I don't recall.

The flip side of this is that the live plants I have purchased from various places and put in my tanks are doing quite well.
